Measurement method
An indicator must be explainable and verifiable.
Before publication, every value must meet the same control criteria. This discipline prevents an estimate from being presented as an official result.
Definition
Specify exactly what is counted and what is not.
Source
Identify the register or report from which the value originates.
Period
State the dates covered so the comparison can be understood.
Validation
Record the person responsible and the publication approval date.
